The Project
The vista control study aimed to inform planning provisions within the Melbourne, Port Phillip, and Stonnington Planning Schemes about the importance of protecting the Shrine of Remembrance, a significant Victorian site of commemoration.
Various height and built-form scenarios were investigated through 3D modelling of the Shrine and surroundings to test potential impacts of the proposed height and form as espoused in the existing planning controls.
The study aims to protect the Shrine vista against increasing pressure for development through a more tailored set of planning controls.
Our Work
The report prepared by Urban Design and Planning teams (formerly of Message Consultants) comprised a suite of recommendations for the relevant planning schemes concerning the built form controls.
These recommendations were based on technical analysis in a study that identified principal changes to the planning policy framework, addressing the need for greater consistency to emphasise the influence and role of the Shrine.
The amendment recommendations have been approved by the Minister for Planning.
