The Tapestry Project comprises 2 stages extending across three street frontages. The development occupies a combined area of approximately 1.4 hectares in the Macaulay Urban Renewal Precinct of North Melbourne.
Development Stages
Stage 1 comprises two buildings of 9 and 12 storeys accommodating ground floor retail, first floor office and co-working spaces and a total of 150 apartments in a mix of one-, two- and three-bedroom configurations. A Social Housing provider will receive 5% of apartments in one building.
Stage 2 comprises four buildings; three 12 storey and one 6 storey buildings in addition to a repurposed heritage building known as Farrell’s stables.
The development accommodates a range of uses comprising 359 apartments, a market hall and other retail tenancies, dining venues, a boutique hotel, a 200-seat theatre and an upper-level skate park.
The Site
Formerly occupied by warehouses, the inner-city land and the wider precinct has been identified for renewal and as a place of state significance by Plan Melbourne 2017-2050 and the City of Melbourne planning scheme.
The site planning and public realm requirements needed to respond to constraints such as the need for raised floor necessitated by flood levels, the presence of another heritage building, the Moonee Ponds Creek Corridor retaining the Citylink and Upfield railway line.

Ultimately, VCAT agreed with Ratio that the higher density mixed-use development enjoyed strong strategic policy support and that the site layout, range of uses and the various demands placed on this complex project was an acceptable response to the DDO requirements.
The tribunal also observed that the proposal will achieve a good standard of amenity for future residents, have limited external impacts and provides equitable development opportunities to its neighbours.
The Tapestry Project is a transformative initiative for the Macaulay Urban Renewal Precinct and will make a significant contribution to residential North Melbourne.
