The project
Queen Victoria Market’s transformation represents one of Melbourne’s most significant heritage precinct renewals. The City of Melbourne commissioned Planning Scheme Amendment C245 to implement its comprehensive Master Plan, connecting the city with this iconic market through thoughtful urban renewal.
The project creates a major new public space replacing the former car park, alongside enhanced trader facilities, improved visitor infrastructure, and transformed laneways and streets. Approved in July 2017, the amendment enables significant transformation while respecting the market’s rich heritage and community significance.
Our Work
Engaged by Melbourne City Council as Message Consultants (who merged with Ratio in 2020), our urban design team undertook a comprehensive peer review of proposed Amendment C245, assessing the planning and urban design merits of the Queen Victoria Market redevelopment and critiquing the proposed zone and built form controls.
We conducted detailed 3D modelling studies to assess shadow impacts on public spaces, effects on pedestrian amenity, and visual impact of the proposed development.
Our team presented expert evidence to the panel, who endorsed the key recommendations from our peer review. These recommendations were ultimately incorporated into the planning controls gazetted by the Minister for Planning.
