The Transport Management Plan established a management strategy for all modes of transport and pedestrians for the New Year’s Eve Fireworks.

The plan will be reviewed in subsequent years to inform the planning of future events.

The Project

The Melbourne New Year’s Eve Fireworks 2022/2023 event was planned in conjunction with stakeholders including the City of Melbourne, Public Transport Victoria, Victoria Police, Yarra Trams and Department of Transport and Planning under the direction of Momentum Event Management.

Approximately 475,00 people were in attendance for the two separate firework display periods occurring across four celebration zones within the Melbourne CBD and surrounds.

The Early Eve firework display occurred at 9.30pm each celebration zone as a more family-friendly experience with free entertainment.

The midnight firework display comprised ground-level fireworks within each celebration zone, rooftop fireworks and a laser display occurring at 30 activated rooftops across the Melbourne CBD and a midnight countdown projected on a building within the city.

Services, including food and drink offerings, toilets, first aid facilities and lost children facilities, were provided within each celebration zone.

As the first post-COVID New Year’s Eve firework event, the evening had massive attendance rates that saw a crowd crush impede the movements of pedestrians within the Elizabeth Street underpass.

Event debriefing has been undertaken to find alternative opportunities for the areas of congestion in subsequent years.

Our Work

Ratio’s transport team were engaged to provide specialist transport advice to the stakeholder group during the prior six months of planning for the event. The team provided assistance in identifying objectives for the evening, developing implementation timeframes and reviewing and monitoring event plans.

The team prepared a Transport Management Plan for the event, which outlined the timings and location of a number of major road closures that were implemented to prevent vehicular access to busier event areas within the Melbourne CBD in order to allow safe pedestrian movement in congested areas around the CBD and various live sites.

The plan also outlined the safe and accessible positioning of variable message signs to provide advanced warning signage to advise travellers of road closures throughout the course of the evening.

The team also provided assistance in organising shunt points for tram routes that were impacted by the road closures. Treatments were implemented to ensure safe and efficient transport for all event attendees and further arranged towaway zones to keep the streets free of vehicles.
