Development approval secured for 101-room residential hotel in Horsham through Development Facilitation Program.

Our multidisciplinary team navigated native vegetation constraints and community engagement to deliver approval for regional Victoria’s newest accommodation offering.

The project

This three-storey residential hotel in Haven will deliver 101 guest rooms across a thoughtfully designed perimeter block with a central open courtyard. Located on Golf Course Road adjacent to Horsham Golf Club, the development will provide a new standard of accommodation for the Horsham region.

Designed by Nation Architects for our client, Century DMS, the building maximises solar access to the central courtyard through L-shaped upper floors facing east and south. The ground floor integrates guest rooms with reception, dining, and back-of-house facilities, while upper levels provide additional accommodation alongside fitness and housekeeping amenities.

Our work 

Our multidisciplinary team provided planning, urban design, and transport services, managing the approval process through the Department of Transport’s (DTP’s) Development Facilitation Program (DFP).

Planning and Urban Design

Our team provided planning and urban design input including the management of the development application for this residential hotel, including hotel suites, a function room, dining facilities, and liquor licensing. We worked closely with Nation Architects to refine the design through the approval process, maintaining positive engagement with Council and the local community.

A key challenge was navigating native vegetation constraints on the site. Working with ecological assessments, we minimised impacts by targeting areas dominated by introduced weed species rather than native vegetation. This strategic approach enabled the project to proceed while protecting ecological values.

The adoption of the DFP approval pathway for this regional project required careful coordination with the Department of Transport while maintaining Council and community support throughout the process.

 

Transport

Our transport team developed access and egress arrangements that avoided conflict with native vegetation retention areas while also meeting the client’s brief and architectural design rationale. We prepared a car parking demand assessment that demonstrated parking adequacy, which was crucial in securing the Department of Transport and Planning’s support for the project.
