In early 2021, Ratio’s transport, urban design and planning teams partnered with Colac Otway Shire Council and the Department of Transport to deliver a Movement and Place (M&P) framework assessment of the Apollo Bay CBD, including the Great Ocean Road.

M&P recognises that streets perform multiple functions and are for the movement of people, not just cars, and that streets are also destinations in their own right.

Movement and Place Framework

The M&P framework was developed by the Department of Transport and offers a common language for coordinated transport planning.

The framework allows for efficient transport planning via a decision-making assessment that weighs up movement, place, safety and environmental factors.

Setting Objectives

The framework identifies priorities and consequential conflicts and then establishes project objectives and options which aim to close the performance gap between the ‘here and now’ and the ‘aspirations’ of a particular place or street.

Our Work

Ratio’s transport, urban design and planning teams contributed to the Apollo Bay M&P assessment project by coordinating stakeholder expertise, facilitating M&P workshops, undertaking technical assessments and presenting M&P framework options to the client.

The M&P assessment completed by Ratio’s in-house team of specialist M&P practitioners allowed Council to progress an important piece of strategic work to help shape the future of transport and public realm in Apollo Bay.
