The project
The new TLC Hallam Healthcare Precinct represents a $170 million investment in integrated healthcare infrastructure, supporting TLC’s innovative multigenerational healthcare facility model and holistic approach to aged care and learning.
The precinct will feature a 90-suite luxury residential aged care facility (expanding the site’s total to 270 beds – Australia’s largest), day surgery hospital with three operating theatres, a 10-GP medical centre, health spa with 13 treatment rooms, early learning centre for 160 children, commercial health club, aquatic centre, indoor sports facility, community atrium, and The Village Café & Bar.
Our Work
Our planning team provided due diligence advice prior to application lodgement, assessing the key policy considerations, site characteristics, project risks and best available application pathways. Through close collaboration with the wider project team, we refined the proposal and prepared a comprehensive application submission to the City of Casey.
Post lodgement, we worked closely with Council and key referral authorities, including the Department of Transport and Planning, responding to queries and negotiating permit conditions.
We achieved a permit approval that reflected our client’s vision and ambition for the site while also delivering positive outcomes for adjoining neighbours and the wider City of Casey community.
The development has received permit approval and is expected to be completed in February 2028.
