Our team was pleased to assist Club Tivoli (German association Club Tivoli-Deutscher Verein) to obtain a planning permit.

The site redevelopment takes place on their current landholdings on Dandenong Road, in Prahran.

The Project

Club Tivoli was founded in 1860, has been operating for over 160 years and is one of Melbourne’s oldest clubs.

Its current home since 1988 is on Dandenong Road in Prahran, which is the prime meeting point for Germans in Melbourne.

Our Work

David Crowder appeared as an expert town planning witness for the initial application for a six-storey mixed-use development design by Plus Architecture, incorporating Club Tivoli. While this application was refused by VCAT in October 2021, the targeted decision provided clear direction for a second application.

Nick Sutton from Norton Rose Fulbright provided an initial detailed analysis of the VCAT decision to provide clear parameters for the architectural redesign.

Substantial time was spent with Council pre-lodgement, to achieve an architectural response that would gain Council support.

Architecton prepared a high quality architectural response, comprising a six storey building comprising Club Tivoli, function spaces and a restaurant offering, along with apartments.  The building was carefully designed to ensure previous concerns of VCAT were resolved.  The matter was able to settle at a Compulsory Conference at VCAT following significant negotiations, enabling Club Tivoli to achieve a smaller footprint for the club within the building.
