The planning application for the new medical development appropriately balanced the needs of state and local planning policy.

Our team was able to successfully justify the provision of zero car parking on-site by highlighting that the suppression of on-site car parking encourages future site users to favour alternate travel modes consistent with local policies and strategies.

The Project

The construction of a new two-storey medical centre development catering for 13 consulting rooms will arrive at the Mt Alexander Road site following the demolishment of the current building.

The medical development is conveniently situated along an accessible tram-serviced high street which offers numerous café and dining amenities, and sits within walking distance of Lincoln Park and Allison Park.

Our Work

Our planning team facilitated the receipt of a planning permit, preparing an application which holistically considered and coordinated inputs from WURL Eco Architects and EcoResults, alongside advice from our transport and waste teams.

Our transport team provided recommendations in respect to the bicycle parking infrastructure noting the car parking dispensation that was sought for the project. The team further prepared an issues-focused Transport Impact Assessment report.

Our planning team facilitated the receipt of a planning permit, preparing an application which holistically considered and coordinated inputs from WURL Eco Architects and EcoResults, alongside advice from our transport and waste teams.

Our transport team provided recommendations in respect to the bicycle parking infrastructure noting the car parking dispensation that was sought for the project support the Planning Application following the implementation of the preliminary transport engineering advice.

The key aspect to satisfy from a transport engineering perspective was the justification of providing zero car parking on-site given the subject site is located within the Principal Public Transport Network (PPTN) and based on Clause 52.06 of the Planning Scheme, generated a requirement to provide 15 on-site car parking spaces.

Council agreed with our team’s position and that based on the subject site location within an Activity Centre, the on-street supply within the area is an available and appropriate resource to be utilised by future patients and visitors.

Ultimately, Council agreed that the benefits of the proposal outweighed any traffic and transport concerns based on the assessment undertaken by our Transport Engineering Department.
