The 14-storey mixed-use development in Camberwell is the activity centre’s tallest approved building, exceeding discretionary height limit by over 16 metres.

Our multidisciplinary team secured planning approval for the development through the Development Facilitation Program (DFP) in under four months.

The project

This 14-storey mixed-use development sets a new standard for design and scale in Camberwell Activity Centre. One of the first major approvals under the new Built Form Overlay controls which were introduced earlier this year, it integrates retail, office, and residential uses across a carefully considered form. At a total height of 50.6 metres, it exceeds the discretionary height limit by more than 16 metres, making it the tallest building approved within the activity centre to date.

Designed by Warren and Mahoney Architects for Leftfield Property, the building includes ground-level retail and hospitality, two levels of office space, and 57 residential apartments, supported by three basement levels providing 118 car spaces. The design responds to Camberwell’s evolving urban character while achieving high-quality design across all uses.

Our work 

Our multidisciplinary team provided services across planning, transport, waste, and landscape architecture to deliver a comprehensive Development Facilitation Program (DFP) submission, securing permit approval in under four months.

Planning

Our planning team led the strategic approach to navigate the significant height exceedance, engaging with DFP through pre-application discussions and managing the process via the Department of Transport & Planning’s Clause 53.23 lodgement pathway. At 50.6 metres, the approved building rises more than 16 metres above the Built Form Overlay’s 34-metre discretionary height limit.

Transport

Our transport team prepared a transport impact assessment and green travel plan, providing technical input on key design elements, including the multi-storey basement ramp and code-compliant car park layout. Our analysis supported a substantial reduction in car parking provision, delivering a practical and well-integrated transport solution for the site.

Waste Management

Our waste team developed a waste management plan with separate systems for residential and commercial components.

The residential system includes dual chutes for general waste and recycling, with dedicated drop-off points for organics, glass, and e-waste, supported by a hard waste area. The commercial system allows source separation for multiple streams, also supported by a dedicated hard waste area. All waste will be managed through on-site private collection via 6.4 m mini rear loaders for efficient, unobtrusive operations.

Landscape Architecture

Our landscape team collaborated with Leftfield Property, Warren and Mahoney, and the broader consultant group to design integrated native pollinator landscapes across the development. Podium landscapes incorporate deep soil profiles to support mature tree growth, enhancing urban habitat diversity, biodiversity, and urban cooling.

Using a 100% Australian native plant palette and locally sourced timbers, paving, and sculptural elements, the landscape celebrates seasonal flowering and pollination, supporting both resident and migratory bird species while enhancing resident wellbeing and ecological resilience.
