Our transport team were commissioned to assess the transport impacts of the Avonbank Mineral Sands project, responding to the EES scoping requirements.

The project involves the extraction and concentration of heavy mineral sands on-site, with the heavy mineral concentrate (HMC) to be transported by road to the Port of Portland for export.

The Project

WIM Resources Pty Ltd proposes to develop the Avonbank Heavy Mineral Sands project, a site of approximately 2,500 ha located 15km northeast of Horsham.

Avonbank Heavy Mineral Sands proposal includes a mineral sand mine, a wet concentrator plant, a slurry pipeline and site facilities. The site contains an estimated 311 million tonnes of ore and produces a heavy mineral concentrate.

The Project involves the extraction and concentration of heavy mineral sands on-site, with the transport of the resulting heavy mineral concentrate via road to Port of Portland for export.

 

Our Work

WIM engaged Ratio Consultants in 2020 to assess the transport impacts of the Avonbank Mineral Sands project, north of Horsham in western Victoria.

As part of the EES process, our team worked with WIM, and with input from State and Local Authorities, to identify the preferred road transport route between the project site and export port, assess the impacts of generated traffic over the local and regional road network across all phases (establishment, operation and decommissioning) for the 36 year project life, and considered impacts to local road users and property access within the mining lease area.

 

The EES scope required consideration of transport infrastructure capacity and condition as well as user impacts and amenity.

Aaron Walley also provided expert transport evidence on behalf of WIM at the Planning Panel.
