Brisbane City Council has announced a tailored amendment package to the Transport, Access, Parking and Servicing Planning Scheme Policy (TAPSPSP). The package seeks to extend the City Core and City Frame areas, allowing special car parking rates to a larger percentage of inner-suburban Brisbane.
Since the announcement of the significant housing delivery targets in the ShapingSEQ regional plan in December 2023, Councils have yet to provide effective amendments to their planning schemes
Supporting lower car parking rates is key for unlocking the potential for increased density in inner-suburban Brisbane. The changes would enable development to be realised in a much-needed advancement in the wake of rising construction costs and meet the needs of our growing city.
The following suburbs will be subject to maximum car parking rates for multiple dwelling use (City Core): Fortitude Valley, Spring Hill, Bowen Hills, Newstead, Teneriffe, Kangaroo Point, South Brisbane, West End, Highgate Hill, Woolloongabba, and Milton.
The rates allow for a maximum of:
• 0.5 spaces per one-bedroom dwelling.
• 1 space per two-bedroom dwelling.
• 1.5 spaces per three-bedroom dwelling.
• 2 spaces per four-bedroom and above dwelling.
• A singular visitor space per 20 dwelling units.
The following suburbs will be subject to reduced minimum car parking rates for multiple dwelling use (City Frame): Albion, Hamilton, Kangaroo Point, Bowen Hills, Teneriffe, New Farm, Herston, Milton, Auchenflower, Toowong, Teneriffe, Highgate Hill, West End, Dutton Park, East Brisbane, and Woolloongabba.
The minimum rates allow for a minimum of:
• 0.9 spaces per 1-bedroom dwelling.
• 1.1 spaces per 2-bedroom dwelling.
• 1.3 spaces per 3-bedroom or above dwelling.
• 0.15 spaces per dwelling for visitor parking.
