The Manuka Road Development Plan provides the framework for between 150 and 160 new residential lots across an 18-hectare site in Berwick.
The land was rezoned in May 2021 to help deliver new housing and contribute to the City of Casey’s target of 28,500 new homes over the next 30 years.
Preparing an approved Development Plan has been a long-running process. Work commenced in August 2021, before progressing to a VCAT application in June 2023.
Our planning team joined the project in late 2024 to prepare a staged Development Plan, which was lodged in August 2025.
Preparing the Development Plan required input across biodiversity, traffic, stormwater management, bushfire, heritage and infrastructure servicing to support a coordinated outcome for the site.
Exhibition of the Development Plan attracted significant community interest, with 133 submissions received. A key challenge was addressing the concerns raised by Councillors while maintaining the overall intent of the Development Plan.
Working closely with Council officers, we resolved the key issues through targeted amendments, and the Development Plan was adopted by Council in May 2026.
We’re now progressing a separate planning permit application for subdivision of part of the site.
