The Project
The development will include a 110-room residential aged care facility and 163 independent living units in a retirement village in a mix of one, two and three-bedroom residences.
The 2.2-hectare site will be developed with an additional six buildings of between four to six storeys with a maximum height of 20.6 metres. The car parking of 263 car and 18 bicycle spaces will also be provided in a basement.
Our Work
Director Colleen Peterson presented expert evidence on behalf of the applicant, Ryman Healthcare, in the hearing of the matter which resolved to grant approval for the facility.
The proposed development will moderate its height on the sloping site to ensure the building presentation to both Moreland Road and Pascoe Vale Road as well as the interface with the Moonee Ponds Creek. VCAT agreed with the evidence in the appeal lodged by an objector and conditions applied by Moonee Valley City Council, that the building form presentation towards the creek reserve and the shared path was appropriate for the context and would be softened in time by the proposed landscape planting.
The preparation of the planning evidence included analysis of the built form of an existing approval for the site, comparing with that of the proposal.
